Why can’t Mentor Teachers (MTs) and Student Teacher Coordinators (STCs) be paid directly?

Payments are made to the school or centre employing MTs and STCs, as Victorian legislation requires payments for staff labour to go through their employer’s payroll system. Direct payments to individuals would require the University to engage them as independent contractors, which is not feasible due to legislative and compliance requirements.
