Review of Large-Scale Assessments for use in the Philippines

The K-12 Basic Education Program led by the Department of Education in the Philippines aims to raise the Philippines’ elementary and secondary education standards. The National Achievement Test (NAT), produced by the National Educational Testing and Research Center (NETRC), currently provides nationwide information on students’ achievement at Grades 3, 6 and 10. This review considered international large-scale assessments (ILSA), such as the Programme for International Student Assessment (PISA), Trends in Mathematics and Science Study (TIMSS), the Progress in International Reading Literacy Study (PIRLS), and others, for use in the Philippines.
The education community uses ILSAs to inform global progress in learning and education. This project evaluated how ILSAs might be useful in the Philippines. It included consultation with the Department of Education and a comprehensive review of available, current and relevant large scale assessments considered in the context of the roll-out of the K-12 program. The feasibility of implementation of the assessments was investigated and reported.
