Welcome to the website for the Jean Monnet Module - Education Policy in Practice: European Education Policy and National Systems, an elective subject of the Policy in a Global Context specialisation within the Master of Education program at the Melbourne Graduate School of Education, The University of Melbourne. This Jean Monnet Module is developed by Associate Professor Gosia Klatt and Dr Stanley Koh, with the support of the ERASMUS+ programme of the European Union (2020-2023).

Having the opportunity to reflect critically on how theoretical frameworks manifest in education policy across three diverse international education systems was invaluable. I developed a deeper appreciation for the way in which context shapes comparative studies, and informs research design and policy.

Education Policy in Practice
Education Policy in Practice (EDUC90949) is an elective subject in the Policy in a Global Context specialisation within the Master of Education. However, the subject is open to all Master of Education students. Master of Teaching students can take the subject with the approval of the course coordinator.
This subject provides the opportunity for students to explore and investigate education systems outside Australia and is typically delivered as a staff-guided international study tour over a 2-3 week period in September/October. The travel dates may not always align with the school holidays in Victoria or other Australian states and territories.
The subject is a Jean Monnet Module (Education Policy in Practice: European Education Policy and National Systems) supported by the Erasmus+ Program of the European Union (2020-2024).
As a Jean Monnet Module, this subject will provide an overview of the innovations, advancements and challenges in educational policy and practice in the EU. Students will have the opportunity to engage with education policy and reform issues in Europe through a structured visitation program to three EU member countries, which may include briefings, workshops and seminars at European Commission and national government agencies, non-government organisations and educational institutions. Students will examine and analyse European education policy and policy reform issues in the context of policy development, implementation and evaluation, by drawing on the academic disciplines including but limited to history, politics, economics, sociology and education studies.

Study tour
The staff-guided international study tour is expected to visit selected government and non-government organisations and educational institutions in three EU member countries in 2023.
The proposed study tour dates are September-October 2023.
Please note:
- The international study tour conducted as part of the subject EDUC90949 Education Policy in Practice is not offered in 2020, 2021 and 2022 due to Covid19 travel restrictions.
- The running of the international study tour is subject to the enrolment of the minimum numbers of participants.
- Subject to obtaining the necessary approvals and minimum enrolment numbers, the international study tour is expected to run in 2023.
- The international study tour is self-funded and each participant is responsible for their own travel expenses, including flights, accommodation, meals, ground transport, visas and all other travel related expenses.
- The Melbourne Mobility Awards (eligiblity and selection criteria apply) provide a one-off payment of $1,000 for overseas study for at least 3 weeks and up to 12 weeks.
- The John and Eric Smyth Travelling Scholarship supports current eligible MGSE students with travel and accommodation costs for the duration of an overseas travel program related to current studies. A single payment, the value of which will be determined based on the duration and anticipated costs association with your program. The scholarship is designed to contribute to costs associated with your overseas travel program, not to cover the entire cost.

Erasmus+ is the EU Programme to support education, training, youth and sport in Europe. With a total budget of €14.7 billion, it will provide opportunities for over 4 million Europeans to study, train, gain work experience or volunteer in another country. Erasmus+ also enhances the opportunities for cooperation and mobility with Partner Countries (such as Australia), notably in the fields of higher education and youth. The European Commission has proposed to double funding for Erasmus to €30 billion in the next long-term EU budget (2021 to 2027).

What is a Jean Monnet module?
A Jean Monnet Module is a short teaching programme (or course) in the field of European Union studies at a higher education institution. Each Module has a minimum duration of 40 teaching hours per academic year and must focus on one particular discipline in European studies or be multidisciplinary requiring the academic input of a number of academic experts.
